It is not definitive, maybe they will reduce the cost of the Granary and the Landmarks of dynasties 25% cheaper. Perhaps that would be what China needs to offset the nerf to IO.
They are same USA government.
Microsoft too. Relic Entertainment is employee for USA government and Microsoft .
