Transport Ships in Ragnar scenario capped at 10 units

Before the upgrade revamping the naval combat, researching Careening and Dry Dock was possible via Dock to increase the Transport Ship Capacity from 10 to 15 (Careening) to 25 (Dry Dock).

However, as those technologies were moved to University and no longer grant any ship capacity upgrades, there is no way to increase it in Ragnar Scenario anymore.

Here’s the steps to reproduce the issue:

Start the Ragnar scenario
Conquer 1 or 2 countries (Norway/Denmark/Sweden)
Observe that Transport Ship Capacity is never upgraded

Transport ship capacity should be either upgradeable or the restriction should be removed as it was removed everywhere else.
