Trattorias Card Doesn't Enable Trattoria/Tavern with Settler or Architect

ISSUE EXPERIENCED

Trattoria Wagons function, but Settlers and Architects cannot build Taverns (Even if under build limit), nor can they rebuild lost taverns. However, if the card is sent and THEN the player revolts to Argentina, building with settler/architect is suddenly enabled. This should be easily reproduceable, as it does not appear map dependent.

Here’s the steps to reproduce the issue:

1. Send Trattoria Card
2. Look at build menu for settler.
3. Look at build menu for Architect.

After sending Trattoria card, Architects and settlers can build up to three Trattorias (Taverns)
