Issue: LVL 4 upgrade to tughlaq Bhakkar governor should increase food production per field from 28/min to 35/min. After upgrade still 28/min

Trigger Event: Passive food production on bhakkar thughlaq fort
(what was happening at the time of the issue. this could be an action you or another player took right before the issue started)
Repro Steps:
- play tughlaq dynasty
- age up to third age with compound of the defender
- build a fort
- appoint Bhakkar governord (the food one)
- upgrade the fort to the max level
- build a house OR a farm directly adjacent to it
- click the fort
- hover over food production icon to see food per minute
- wait a minute
- Should see 35/min, but its only 28/min
