Umibozu special can proc off water

Issue:

There is a bug/exploit which allows Umibozu (Japan mythic unit) to cast their special ability outside of water, making them insanely broken as without water limitations that ability is nuts. The bug involves making several Umibozu, using 1 of their special abilities in a legit way, and shift-clicking other abilities to any location on the map (that you have vision of).

Repro Steps:

  1. Have several Umibozu out on the map, 1 of them in water, other ones wherever.
  2. Select them all.
  3. holding Shift, manually cast their special ability, first in legit way, then anywhere on the map. The second cast will proc regardless of water limitations.
