Player was unable to place a town centre, despite there being no obstruction for placing it.

Here’s the steps to reproduce the issue:
The issue happened in a single game, recorded game has been provided. I will describe the events leading up to the bug including time stamps and a clip of the player’s twitch stream.
15:02 p1 start building a siege workshop on a 4x4 area
16:32 p2 attempts to build a town centre in the fog of war, however because there are 12 tiles of overlap with the siege workshop he is unable to do so and he deletes the town centre foundation.
19:20 p2 attempts to convert the siege workshop with redemption monks, but fails to do so.
25:07 p2 attempts to convert the siege workshop again, but p1 deletes the workshop before it gets converted.
27:47 p2 attempts to build a town centre on an area that had 9 tiles of overlap with the deleted siege workshop and 12 tiles of overlap with the original TC he attempted to build, but the villagers are unable to start building the town centre. The message “Building site obstructed. Building cancelled.” appeared. p2 tries multiple times to build the town centre, but the same bug keeps occuring.
EXPECTED RESULT
What was SUPPOSED to happen if the bug you encountered were not present?
The villagers should have started building the town centre as normal.
