It is possible to disable deck/cards for a game.

Here’s the steps to reproduce the issue:

  1. Open the Homecity screen by clicking the US flag in-game.
  2. Choose any deck you have but do NOT confirm the selection by pressing OK or double-click or cancel the selection.
    3.Close Homecity screen by any way
    4.Now you are unable to choose a deck or send cards for the duration of a game.

Of course, you should be able to send a card in-game.
