This does not buff docks.

Here’s the steps to reproduce the issue:

1. Build a dock.

2. make a note of the train times of canoes (10s).

3. build teepee next to dock.

4. make a note of the train times of canoes (still 10s).

5. Send shipment Nomadic Expansion.

6. make a note of the train times of canoes (should be 5s, but its still 10s).
