Victors and Vanquished DLC should have a massive amount of gaia units/scenario which can only be made with triggers or placing them in the scenario. It will at least make somewhat justifiable for purchase. So, even map makers at least get something. Rather than maps you can download by looking for them.

The only new graphics we have high probability to get is a unique model for the Mounted Samurai
—it currently exists as a scenario unit in AoE2, but borrows the Hussar model.
That’s because in the 1551 Sengoku Japan scenario, you play one of six factions, and one of them is sure to be the Takeda clan, who will have this unit as their signature. It would be a little tragic if the Mounted Samurai still don’t get to look like one in its official highlight moment.
As for any other units or heroes: hard to say. Nothing they have shown of the DLC—the menu map screen, the Constantine XI scenario—contains any new models.
Other than adding voice acting, the Constantine XI story slides are completely unchanged from the Mod Workshop version, reusing old slide art.
In general, the prospects do not bode well for them spending money to make new art for this. I hope I’m wrong.

Relevant to the cheapness of the DLC:
If they could give us a unique archer skin or two that’d be fantastic. Sucks building mods that want to differentiate a unique ranged unit from other units (for example samurai ranged mode) and not having any skins that can do that.

Okay…but it won’t. There’s something to be said for reasonable requests, but I don’t see the point of asking for tons of stuff within a timeframe that has no possibility of happening. Same goes for people saying “they should add 2-3 campaigns to make the price fair,” as if they just have 2-3 full, polished campaigns sitting around that it never occurred to them to put in the DLC.
I’ve been asking for this kind of stuff for years, so I’m entirely with you as far as wanting this stuff, but let’s not impose an excess of disappointment on ourselves by saying that V&V “should” include it. It may be something to hope for on the next DLC, but there’s not a shred of reason to expect any of it on this one.
Incidentally, if I was on the dev team and wanted to save at least a bit of face, I would look for easy opportunities for things to add. There are at least a couple of models that have already been made, and have been requested many times:

Imagine the devs remove the free scenarios from the mods downloader. That would be so funny haha. What if… The Fetih and Constantine scenarios are literally the same but from different perspectives? And Charlemagne is just the Saxon Revolt remastered? Which means only 3 scenarios are new haha so hilarious
