Exactly, although you could say, within a rather short time frame, it allows for using a lot of food and wood at the same time which doesn’t work that way with other civ bonuses that save wood. I’m not sure players have really figured out how to best use the bonus. With a regular BO is does little more than making it a bit easier to afford a couple of scouts. You probably can’t even use the additional wood to build farms because your vils are still gathering from sheep. Unless you have less on wood than usual and only transfer later.
Maybe the best way is to get an archery range quicker compared to a regular scouts into skirms/archer build. That way it gives you some momentum if your opponent reacts with spears to your scouts or you get pressured by maa. Still I think the value of that bonus is rather limited.
