A villager can get stuck attempting to build a port, walking back and forth between two points. Moving the villager away and re-tasking the build corrects the issue

Here’s the steps to reproduce the issue:

  1. As an aftican civ, task a vil to build a port
  2. Observe vil walking back and forth

The vil should build the port with no issue
