Empire Wars matches have villagers missing too often.

  • 25% of the time / matches I play (SOMETIMES)

Here’s the steps to reproduce the issue:

  1. Set up an Empire Wars game,

  2. Generate a map,

  3. Check the villager counts of the players

All players should have 28 villagers. (or the equivalent)
