If you have a couple vills and command them to drop off resources, if one of the selected vills doesn’t have resources to drop, then none of the vills go to drop off resources.

  1. Select at least one vill with resources and one with none.
  2. command them both to drop off resources.
  3. Watch neither do anything.

I’d expect the villager with resources to drop off and only the villager w/o to ignore. Imagine you’re on a crowded woodline or gold plies. It’s very reasonable you quickly select a couple vills and one of them was on the way back, or in the case of a lumberjack, cutting down a tree and therefore hadn’t yet collected and resources. If the whole group ignores, if one vill has no resources to drop off, there’ll be lots of cases where vills seemingly ignore the command.

Also, in the current patch, it happens when the vil was selected with another vil that had no resources, from that point on the vil with the resources is bugged for that feature (even if selected individually) until retasked to a resource.
