I wonder why they didn’t address this in the rework to the Germans. Do they think that this improvement is fine as it is?
The Ottomans have an excellent “church card”, and I don’t understand why other civilizations couldn’t get similar changes and improvements.
I personally think that this upgrade, in addition to its current benefits, should absorb the card that allows you to build mercenary camps.
