when i play team games with high populations i get very low fps , when i alt tab to check my gpu cpu it only 40-50%

You’ll find many useful infos by googling for “screenmode borderless exclusive full windowed”.
However switching screenmode will probably not solve your problem with low fps. You’ve tested for yourself: the GPU is idle half the time.
But your CPU comes to the limit the more units appear in game. This is due to unit animations and scripted AI which are processed by your CPU exclusively.
