You are wrong. This game, unlike AoE 2, has enormous potential for new civs and constantly adding new content. A perfect example is the African DLC.
Ethiopia is still OP on treaty. In AoE2 devs have only to add a unit, 2 techs and few more. In AoE3 each civ have more than 30 cards (DLC ones more cause devs dont want use classic ones as royal mint food silos…), more than 2 units (with gimmicks) per civ. THAT ARE HARD AS HELL TO BALANCE. SO RELAX WITH NEW CIVS, WE NEED BALANCE AND UI FIXES FIRST.
The game was in a nice state until african/mx launch. They added Mx too early, while africans werent balance yet, and thats not good for the game. Nobody want to play vs OP civs. We need players, no 50 civs.

Aoe2 has plenty of room for op civilizations. It is as easy in aoe3 as in aoe2 to get op stuff.
