Where do I access Home City Cards?

I’ve gone to the Home City multiple times, but have no idea how to access the cards. They don’t show up in the bottom left-hand corner at all.

Did I mess up somehow? Why can’t I use them???

Never mind. Apparently I accidentally created a blank deck. I’m an idiot.
