Of course, I feel there are many non-European civs that deserve to be here first, but my personal pick is Venetians. Galleases, Stradiots, finally completing the split of Italians that Sicilians started.

Ever since Spirit of the Law mentioned Benin Empire I’ve been very interested in a civ like that.
Other than that, Tibet, but who knows if that’ll ever become a possibility.
My favorite, me being completely selfish:
Tibetans.
For the greater good, to improve the game + priority:
Tamils, bengals, chimu, wari, kanem, zimbabwe.
Tibetans. Together with Bengalese.
Sicilians are not a split from Italians. They were split from Franks.
True, they are Normans, but then you could also say they split from Saracens due to the triad of culture that made medieval Sicily. Besides, the Normans of that time would have been somewhat closer to Vikings than Franks.
