Who is Lord Martek?

That guy:

Real historical person? Some inside joke?

Most certainly an inside joke of unknown origin. Could be from a misspelling of ā€œMarketā€. Thereā€™s also a Dungeons & Dragons character called Martek.

ā€˜Lord Marketā€™ doesnā€™t make any sense, let alone a (sure)name like that in the times of Carthage.

Either some insider thing, or just made up on a whim.
Itā€™s close to ā€˜Marekā€™ which is Slavic version of Mark. But in that case, itā€™s too different to be just a typo. And certainly Latin version makes even less sense ( Marcus )
