Since they are a “powerful unit gold dependent civ”, why don’t they get onager? This doesn’t make sense to me.

Although the AoE franchise always had the historical theme, the devs themselfs always said gameplay wise and experoence goes first, history second.
This has thus most likely to due with gameplay balance.

Being a “powerful unit gold dependent civ” does not mean that civ needs access to every gold option avaliable.
You could ask for everything that way: Why dont they have Paladin? Why dont they have all monk techs? etc.
Turks focus is on gun powder and they actually play fine without Onagers.

Turks need a weak point.
It’s good to see how they die against Arbalest without Elite Skirms and Onager. 
They have Hussars which do fine against Arbalests I’ve found. Although I’m definitely on the noobier end.
It’s a hint from the devs that you shouldn’t be building onagers. Build bombard cannons instead.

Why not both?
Onager is a good way to kill skirms which counter your HC or janissaries.
BBC is better for taking out buildings.
They don’t have the same role
