Will the game have custom settings for multiplayer?

I was wondering if the game will have custom multiplayer settings like game speed, max tech, resource cap and population cap for example?

These options are fairly standard. I would be surprised if they are not included with the definitive edition. Perhaps @Cysion can jump in here and give you an official response.
