Of course, it would totally need a lot of bespoke stuff, but that comes with the territory of non-Europe civs. The template in this case is the Age-up mechanism, Consulate and hero type (healer, ugh) , though like AD, Native and African civs, there’s a lot more unique stuff (and rightly so!) compared to Euro civs.
Anyway, Persia should be an Asian Dynasty, so I’m glad we’re on the right track with that. There’s plenty of examples of Grand Houses, Palaces, Bazaars, Bathhouses, etc for that kind of thing.
Middle Eastern and North African civs, however should be their ‘own thing’ rather than being shoehorned into other mechanics. Morocco, Egypt and the Omani are all the prime candiates for MENA civs (though if we’re pushed to two, Omani and Morocco!).
