What would make the ideal Wonder Race scenario?

Do you think a wonder race should have a way of attacking the opponents wonder? Or a way to sabbotage production by attacking eg woodcutters? What features would make for a good wonder race?

Add water and fishes. This is something that a noob tends to fail at : making enough fishing ships.
