Xbox: Can't access DLC campains that I could previously, plus newly purchased DLC

I haven’t played AOE 2 definitive edition on my Xbox for some time, I’ve booted it up after installing the latest updates for the game and all 3 DLC I had purchased, now when I try to go to any campaign that requires the DLC of Lords of the West (which I had previously already started), Dawn of the Dukes, or Dynasties of India, the campaigns won’t load , but it loads the store to buy the deluxe add-on pack, and I’m told “This product cannot be purchased, the selected product is no longer available”.

The frustrating thing is that I purchased the game outright and each DLC individually back in May last year from the Xbox website, and I cannot figure out why the game keeps trying to launch the store to buy the “Deluxe Add-on Pack” which I don’t need.

I’ve already tried uninstalling and reinstalling the same but the issue persists.

Just now I even bought the Mountain Royals DLC to see if that would work and even that won’t load. The campaigns still show as locked, and trying to play one results in the store opening, then saying that I already own the DLC, then it boots me back to the campaign menu.

The two Lords of the West campaigns I have already completed show as unlocked, the third shows as locked. The rest of the DLC packs I bought I haven’t started yet and they are all showing as locked.

Here’s the steps to reproduce the issue:

  1. Load AOE II DE on my Xbox One X

  2. Try and play and purchased campaign DLC (Lords of the West, Dawn of the Dukes, or Dynasties of India) or newly purchased DLC (Mountain Royals)

  3. Store loads, asking me to buy the Deluxe Add-On Bundle / tells me I already own the DLC

I encountered this problem only once on my Series S. I have no idea what causes it. For some people it makes the game unplayable because it happens all the time. Developers, could this be an account issue, rather than a game data issue?
