Xbox Golden Horde Batu Khan Scouting Falcon Bug

Issue:

When Batu Khan is in a unit selection group with scouts he occasionally cannot use the Scouting Falcon. The button can be pressed (i.e. Y) but no radius appears and pressing A to send the Falcon does nothing.

Trigger Event:

Seems to be when Batu Khan is in a hotkey group / unit group with scouts. See video here: Zobblet |  Xbox

Repro Steps:

  1. Add Batu Khan into unit group with 2 scouts
  2. Attempt to launch a Scouting Falcon
