Yellow River only spawning half a map

Issue: Started a new game. Took much longer to load than normal. When it did load only half the map was populated. Other team side had no gold mines, animal, forests, relics or TCs.

Trigger Event: Not totally sure what happened. Just started a normal skirmish match with four teams. Never seen it happen before.
