When you hover your mouse cursor over animals in the fog of war, dead animals don’t show their health bars. Because of this, even without scouting, you can check whether your opponent is gathering food from those animals or not.
And when you try to build a town center on a settlement, only unoccupied settlements show you an appearance of a town center. Already occupied settlements show you an appearance of a village center. Because of this, even without scouting, you can check whether your opponent built a town center on a settlement or not.

It is definitely an issue the devs didn’t intend to introduce. They wrote “Town Center placement can no longer be used to check under the fog of war if a Settlement is already occupied” in the update 18.56738 patch note, but the bug wasn’t fixed.
