Issue:
Advanced Administration tech from Zhu Xi Library increases the imperial official cap to 8, but it does not allow you to build extra officials past 6.
Additionally, if you take only Advanced Administration without Imperial Red Seals, the issue still persists (i.e. the cap is increased to 6, but you cannot train past 4).
Everything else included in the tooltip (e.g. HP increase and tax gold carry capacity) works as intended.

Researching the technology.
Repro Steps:
- Researching Advanced Administration and Imperial Red Seals in any order.
- The result is the same every time. Increased cap, but an inability to train the extra officials
