I have my display plugged in the first GPU and nothing on the second one. That would have been an easy fix ahah.
I tried to force the use of gpu 0 using the individual app selection in the nvidia control panel, and I also tried in the windows graphics settings to select high performance gpu on steam and AOE IV but no result.
In windows settings, under display settings, advanced display settings there is an option to set an application to use a specific gpu. Specifically: windows settings > system > display (scroll all the way down) > graphics settings.
Optionally, nvidia control panel or amd Ccc can help you force an application use a specific gpu
It might be that the devs hard coded to use 2nd GPU because usually gaming laptops have 2 GPUs, 2nd one being the gaming one. If this is the case, the above 2 options might not work.
i found something in the aoe 4 steamapps; MemEnv.ini i think this one is for the pb we try to understand, i search for more information, can someone who have aoe 4 on a 1 gpu pc can send this MemEnv.ini to me ?

I have the same problem as you, AOE IV is using my gpu 0 (integrated intel gpu) instead of my nvidia gtx (which is my gpu 1) despite having it setup on both nvidia control panel and windows graphics settings.
If someone has a solution to fix this please answer!

I want to use RTX 3060 Ti, but the game chooses 3080. It seems to be choosing a higher performing GPU, ignoring the setting on Windows or Nvidia Control Panel…
I have the same problem. I have a GPU0-3070 and a GPU1-1070 and the game decides to always choose the 1070. Of all the options presented, nothing has worked for me. However, if I have managed to play with the 3070 by going into device manager and disabling the GPU 1070. I suppose that until they solve it we have no other option.
