I agree, but at this point I don’t think they’ll make this change. In my opinion the native civs should get their own arsenal equivalent. This way there wouldn’t be misconception about what a musketeer or gunpowder unit is. Unfortunately, it will not happen.

I know, but in my defense that is its effect and it is the wiki description.
Maybe revolutions should have an advanced arsenal card of their own, maybe something like this.

Effect1: If the advanced arsenal card was not previously sent; Ships 1 Arsenal Wagon; Flint Lock, Paper Cartridge, Military Drummers, Pillage, Professional Gunners, and Trunion available at Arsenal.
Effect2: If the advanced arsenal card was previously sent; Ships 1 Arsenal Wagon; Arsenal upgrades are 50% cheaper (or they could also be free)
One follow-up shipment they need is Maykäfer Regiment in this case. It can be placed at Age 4, for it delivers Landwehrs 10% more HP, base attack and 2.5x multiplier against all cavalry (to offset original negative multipliers) for 10% extra cost(also comes with 4 Uhlans)
