Always around 24fps

I always have around 24 fps, doesn’t matter the settings nor resolution. I updated all my drivers, CPU and GPU usage are around 30%. Is there anything i can do to fix this?

Edit: if i put it on windowed i get around 150 fps
Edit: Disabling full-screen optimization doesn’t work
