Only thing that would make little bit sense would be some ramming burning ship against enemy ships and then hope it will catch some enemy ships in fire or disrupt their formation.

Anyway Rome 2 has ships called Fire Pot ships when you ram enemy their pots will explode and cause fire damage. Fire Pot Bireme - Hastati - Rome - Total War: Rome II - Royal Military Academy (honga.net)

Yes of course, at least Romans, Greeks, Carthaginians, Phoenicians and maybe other civ´s too had that sort of ships filled with firewood lubricated in oil I think.
