I’m getting the same issue, comes up when verifying game integrity as well on steam.

On Steam version I get the same error but the game will launch after I press ok.

There is also a notification to install something when launching using the Microsoft Store version but it doesn’t result in any bug. Seems they added something with the latest patch that is invoking the installer every time you launch the game.

Reading the patch notes though the Tools_Builds/AoEURLInstaller_Steam.exe is a new file that was introduced with this patch, so that part makes sense.

With the help of our friend google I discovered that VCRUNTIME140_1.dll is part of Microsoft Visual C++ 2015 - 2019 redistributable. I had to install both x86 and x64 versions for it to work.

I had the same error, but afterwards the game just launched and I didn’t notice anything unusual.

Thank you, this worked for me also!

Installing the C++ redistributable fixed the issue for me as well.

Only had to install x64: vc_redist.x64.exe and restart
Thanks for the tip

You would think DE would auto install this if it needs it right? Will that be hotfixed?

I had the same error dialog, even though I do have VC14.0 runtimes installed. It won’t even let me install another version (by downloading the installer from Microsoft.com).
I don’t think the game would run at all if it wasn’t installed.

This seems like AoEURLInstaller_Steam.exe is trying to find a specific version of the runtime (VCRUNTIME140_1.dll), and not finding the runtime lib from its correct path.
On my machine the path to the correct library is C:\Windows\System32\vcruntime140.dll - notice the missing _1 in the filename.

edit:

After re-reading the OP, I noticed that installing both the x86 and x64 versions could be a solution. However, both x86 and x64 installers from the Microsoft downloads site result in this same error:

vcredist-140-alreadyinstalled
The install log is generally quite uneventful, with the only interesting line being
[20C0:2968][2020-05-29T10:32:13]e000: Error 0x80070666: Cannot install a product when a newer version is installed.

edit2:

My bad - I was trying to install the 2015 Redistributable instead of 2015-2019. The latter produces the DLL with _1 in its name.

What you need is the VC 2015-2019 Redistributable, downloadable from here (topmost version, “Visual Studio 2015, 2017 and 2019”). Take the x64.

Installing VC2015-2019 redistributables as suggested by @YaguarSeptim completely removed the error for me.

I have the same issue, the game failed to start the first time, but since then it works when clicking away the error.

Now I actually wish I could use multiplayer features and play the game

I also have this error. I download the dll from dll files
