Not sure if 20% is better than 15% with tech extension. Probably in early stages tech extension is more useful and has zero risk in late game (20% is pretty good in late game where Portuguese do not need help).
So:
- gold discount extended to techs OR buffed to 20%
- University tech 50% cheaper
At least, excluding the water balance which is a topic per se, this sounds good. Is that enough?
Why? I can see that at early imperial game but not when gold runs out… More gold discount delays that moment.

his point was that Portuguese are actually decent in imp, they just need help getting there. which means however you buff them, you don’t want to over buff them in late imp.

Exactly, the point is that Portuguese and Italians need some help to get to imp, where they are decent.
Regarding the other weak civs: Koreans are way stronger in imp, while Turks have different problems
Turks are stronger in Castle and early Imp, than most civs in the game.
Trouble is, that it is very hard to seize that opportunity.

20% cheaper Gold Ships + 10% HP + Carrack, would go a long way towards stabilizing Water play for Ports.
Instead of the 50% cheaper University, perhaps even just buffing the Ship HP to +15%, would be even better.

For water it is. Another option is switching the effects of UT and civ bonus…
The UT and the +HP bonus are only really relevant when coupled together anyway, so I do not really think it would affect Feudal or early Castle Water play too much.
You also have to wonder if anyone would justify paying 200 Wood and 300 Gold, for just 13 or so more HP on your War Galleys.

A cost reduction is mandatory ofc
If you buff it to 15%, it becomes around +17 Extra Hp, which is still not as good as Sipahi, but affects more units.
+10% HP for War Galleys or Caravels, is not worth it.
- Extend the 15% gold discount to all techs and units.
- Everytime you Age up gets +50 all resources.
TBH “water civs” should not get any more buffs for ships. Water play is already too unbalanced towards certain civs… They should really nerf Italians tech bonus for example (50% cheaper is too OP) and give them some “Land” buff instead.

50 resources overlaps with Ethiopians
Ethiopians is 100 food 100 gold.
50 all resources would lead to different kinds of strategies… It’s not an overlap.
I agree and I have something in mind but that will go off topic.
This can really help to go for different strategies. Extra 100 stone in Castle age will allow you to build TC even if you have to build a tower before or build a castle a little earlier than usual. Extra food,wood and gold will always come in handy.
Also free resources is a nice idea, instead of the university discount…
Water balance is very complicated since if you can either nerf the top civs (Italians/Vikings) or buffing the other water civs like portos…
-getting shipwright would make them top tier on water maps
-starting with +150 wood would make them top tier on hybrid maps
-economy units training 10% faster - opposite of aztecs would make them top tier on land maps. persians used to have 5% and it got removed because it was considered op
-+5 pop space on economy buildings would make them top tier on team games.
i main portugese and i like them and want them to get a buff, they are bad on land right now but on water they are already very good i think the best way to balance them would be adding something that helps them with any kind of land feudal aggression, like a military bonus, unit discount or free blacksmith upgrade. maybe even a small feudal or dark age eco bonus, but definitely anything that makes them top tier like 10% faster vil production
+5pop space idea would help getting feitoria out. It fits well.
If organ guns would just deal a bit more aoe (like the tool tip suqqests) to fit their intended role,then Portugal would be already so much better.
Portuguese should only get a buff on land but not on water. Rather nerf the ridiculously op vikings and italians and suddenly a lot of civs will become viable and less people will alt f4 when they see the enemy civ being top tier

The way that Vikings and Italians are right now, is what makes Water play good with them. Baseline civ Water play is super boring.
I would much prefer if water civs have strong Water bonii, rather than meager ones here and there, like Land civs do.
There are a lot of Land units, but Water is much more restricted, so the bonii should be strong and wild.
Why, would you call saracen or portuguese navy weak? This is very subjective. If we nerf italians and vikings they become very strong. You’ll get the strength you want. We don’t need ridiculously overpowered civs.
