Bug with villager not building Gate on an angle

ISSUE

I was fully walled. Then I decided to build a gate on my fully walled area. The villager would not build the gate no matter how many times I instructed it to do it. It would just stand there.

REPRODUCTION STEPS

1. Open Saved Game Replay.
2. Go to minute 21:00:00
3. Look at Female Villager trying to build a gate on the left side of the red team wall.
