I just noticed there’s this recently opened thread on Discussion Forum which concerns the same mechanic:
@GMEvangelos Is the fix to this issue still in the works? I saw that you have an update from Aug 17 (https://support.ageofempires.com/hc/en-us/articles/360049490811-Known-Issues-Solutions) and yet two patches later it is still not done?
Towers and castles will shoot the nearest enemy item instead of shooting targets of value. If the nearest target is a building, like a mine, then they will shoot at that building. When an enemy villager or military unit comes within range, the tower/castle keeps shooting at the building. If I tell it to shoot the villagers, it will shoot until all enemy villagers and military are gone. Then it resumes shooting at the building and ignores any more units that come along. A mangonel could destroy the tower and the tower will ignore it and keep shooting at a mine, instead.
