Here’s the steps to reproduce the issue:

  1. age up to imp
  2. buttons gone

the bottom row of upgrades should be there

There must be a few things that cause this to happen. In my case sending the age 3 hill fort card caused all upgrades on the bottom row to disappear and the ones on the first row got moved to the bottom row like in your screen shot.

Either way, this is a game breaking bug and needs to get fixed asap.

I cant 100% confirm. But it seems like it can happen randomly after shipments. Ive also caused it to happen after allying with a country in the consulate.
