Actually they need to be less than that, they already have 20% faster and 33% Conscription so maybe they need to be reduced to 40% especially already millia line time is short.

This has nothing to do with making civs the same, it’s about increasing flexibility in situations where the civ is at a disadvantage while not overpowering the best part of the civ or removing all disadvantages
Yeah so what I’m saying is if you want to balance the Goth flood obviously they need a chance to get there. A defensive or economic bonus will be needed. I propose they get Fortified Palisade in exchange for a 40% decrease in Perfusion.
