Home City Level on Steam and Windows Version out of Sync

Hi there! How are you?? I have a problem with the level of the home city that seems not to be synchronized between the Steam version and the Windows version. In fact on Steam I mainly use English and I have the city level at 20. Yesterday I tried to install it with the Windows Store having decided to subscribe to the PC Game Pass and I noticed with disappointment that I have all the cities at level 1 even though I have internally logged in with the Windows profile on Steam.
Do You know why??

The windows store and Steam versions are completely unlinked. Rewards, unlocks, HC levels are not related between the two at all.
