The home city of the chineses campaign starts at level 30. I don’t know if it is related to the bugs with the progression of the last build or a bug with the game. Deleting the HC files from the C:\Users\myuser\Games\Age of Empires 3 DE\76561198059588195\Game folder and restarting the game ends up with the game creating the file again at level 30.

Here’s the steps to reproduce the issue:

  1. Load the chinese campaign
  2. win the first mission or
  3. check the HC file from the nC:\Users\myuser\Games\Age of Empires 3 DE\76561198059588195\Game folder when playing the campaign for the first time and see the level.
