How to spawn extra starting units in Rome DLC mode?

How to spawn extra starting units in Rome DLC mode?
The “Spawn Unit” command surely works (e.g. in researchable Tech), but I could not setup a condition to trigger the spawn in game start.

Comparing Rome and vanilla Town Centers:
Default Town Center:

Buildable=Unit-621: StackUnit=109;
Unit-109: AnnexUnit=618-620, 890;
Unit-619 => Tech-307 (Shadow TC Annex) => Tech-302 (C-Bonus, Start w/ 6 villagers) => Spawn (from 619)

Rome Town Center:

Buildable=Unit-621: StackUnit=109;
Unit-109: AnnexUnit=890;
Unit-109 => Tech-105 (Granary, Storage Pit, Barracks)

So I tried:

No condition => Spawn (Not spawning)
Researchable New-Tech => Spawn (OK)
Tech-105 => New-Tech => Spawn (Not spawning)
Unit-890 => New-Tech => Spawn (Not spawning)

How to setup the condition properly?
