Professional Handlers Home City card that’s supposed to decrease elephant unit population by 1 works as intended on all normal Elephant units, but will also increase the population cost of Sufi War Elephants, a native unit that shouldn’t cost any population at all.

Here’s the steps to reproduce the issue:
- Play on map with Sufi natives.
- Play as India.
- Ship Professional Handlers card from Home City.
EXPECTED RESULT
What was supposed to happen if the bug you encountered were not present?
The card should decrease the population of Indian elephant units only. It shouldn’t affect Native units at all.
ACTUAL RESULT
What actually happened (what went wrong) because of the issue you’re reporting?
It increased the population cost of Sufi War Elephants from 0 to 1.
