I was told by someone on Discord that it is impossible to add new civs to the game. I have a feeling that might be wrong, but can anyone confirm?
Using the Genie editor? You can’t add more civs than the number of civs currently in the base game, but you can have less, down to a minimum of 1 civ. You need to modify the civilizations.json file if you want less civs though.

No, there aren’t, it’s hard capped at 43 civs for now.

What about RoR? Can we add more civs in RoR?
you can add more civs in both ROR and AOE2, the limitation isn’t the genie, but rather the UI they use. part of how UI (picking civilization interface) is likely hardcoded into the executable where you can’t link it to your new civ number.
however there are other ways you can create your own civ by doing a sub civ type method, pick 1 civ that branches off into 3 by way of researching technologies. someone has already done this in the past and its worth exploring more.
Isn’t there a way to overcome the UI issue? That civ builder website manages to do it.
the civ builder website re-arranges stuff but the link from clicking a civ button to a civ isn’t something can be added without editing core game code.
So in theory we can add NPC civis to the game since UI dosent work?
yea, with exception to things like team bonuses/tech tree, but then those can just be replaced by tech/effect that comes along with darkage.
its just not as immersive to have to pick sub civs while already picking a civ. though the current 43 civs can easily be changed into 43 regions, and then it can be turned into some regions has 2 civs to choose from, some have 3 etc
That’s intersting, what I understand for this method is you pick 1 civ, play and you can choose to advance to either sub Civ’s Feudal Age, and it will unlock that civ’s special tech?
