Is there a way to change pop cap with a trigger mid-game?

Looking for solutions/ideas on how to change population cap in game. I know I could trigger the addition or removal of houses to affect pop cap in some inaccessible area of the map, but I’m looking to avoid a solution that requires creating or deleting buildings.

Effect Tribute or Modify Resource and choose Population Headroom.
