Ok, so the new civ, well from a representation POV it is simply awful…
From gameplay POV they are weak, but the lombard is quite strong oncce it start working… Of course it need to either be all 5 or to ship cards that improve its exchange rate…
Having three basilica means nothing, just way t spend wood, one is fine as it is, especially since papal units doesn’t require shipments, although their recruiting work like one…

Personally I think the pavisiers should have a guard upgrade even if it is just with the papal guard politician. They seem to be Italy’s age 3 skirmisher when you send the home city cards however once you age up to age 4 they become instantly obsolete. If you get a mass of like 30-40 pavisiers and you sent both home city cards it seems rough you can’t upgrade your age 3 skirm.
Wait the Pavise doesnt get Age 4 and 5 upgrades? Sure its an archaic unit but other unique archaic units like the Longbowmen get full upgrades now right?
It does not seem so. Their papal guard politician sends papal guards instead of giving them the upgrade and they do not have it by default.
I think that the reason why they have chosen Venice over Rome is that it was more significant for trading and shipments as it was one of four major trading centers and ports of Italy and Age of Empires 3 is all about shipments and trade…

No you can’t double.
If you for example get a food investment and a wood investment, both generates 1r/s of gold, so in total you get 2r/s of gold, but only 1r/s of wood and 1r/s of food.
If you have all 3 investments at the time, you get 2r/s for each resource.
The XP instead is of 0.5 xp/s per investment, so 3 investments are 1.5 xp/s.
You can increase the resources generated, but with an age 4 HC shipment. Before that you can only get a shipment that gives you the resources back faster, and shipments that automatically deposits a certain amount of gold, that will be overtime be converted into wood and food.
It is good for the late game, but the needed investment is too high in my opinion for the early game, although with a ton of HC shipments it’s not impossible to make it work, it just all revolves around that…
Papal units seems quite strong actually, especially the lancers.
And you can build the Basilica with the architect or have it shipped with the uffizi card.

I think Italians are getting a very sweet deal in various ways:
The free villager with every research is similar, but not quite as good as the British free villagers. The free building option is a good mid to late game option to buff up your infrastructure and to expand your eco without diverting resources from unit production. The lombards exchanging food may seem slow at first but can scale up insanely over time with the proper cards. The church experience puts them close if not on par with the Spanish experience bonus. Each of these gimmicks is fine but not op on their own, but added together they can lead to an insane late game eco. This one will be one of those civs whose economy won’t be hurt much by the enemy forcing their settlers to garrison in a town center during an attack.
I might need to test them out first, but their military seems fairly well rounded too, with few exploitable holes like many other Euro civs.
Yeah, in fact both Turin and Florence have the problem of not having an harbor.
Rome was closer, but the harbor of Rome (Ostia) is a different city of its own.

The British get more vills (since eyou get more manors then techs) but it’s wood expensive.
The italians instead get vills for something that they should get anyway as early as possible, and getting early techs help your overall eco, while the extra vills helps get you more and more techs.
This coupled with the architect, can lead to a good eco.
The way I see it, the Lombards are viable in 2 ways: (treaty excluded).
The church is simply fine, both the extra XP and the faster building rate play well into other Italians bonuses, while the papal units are super powerful.
The only thing strange to me is that they included the schiavoni among them. Those were oversea venetians soldiers, it never had anything to do with pope.
I also imagined them more as a carolean, with a decent range attack, and a powerful melee attack, with a schiavona.
The anti-skirms effect seems good though, since you will also still be able to kite muskets and melee infantry with it
Yeah I misread it completely for the crossbow, remembered them having 1.5 rof for some reason. They do seem a little weak though considering the higher wood cost. The stance change isn’t that great either because they’re low hp units to begin with, 20% siege resist and still get 1 shot by a falc. Most of the time they’ll be in range resist stance as the standard crossbow though I suppose if you’re caught out by some cav it’s useful to change to melee even if they still are countered hard.
I didn’t understand the lombard much either, so yeah I suppose it’s actually quite good value probably explains their lack of a second factory if it’s worth that many vills.
Malta definitely need a second factory though, they have no such eco bonus and are severely lacking late game.
Papal state ones:
Carabinieri (age 3): ships 12 carbine cavalry (carabinieri), improve the training time (-10%) and RoF (-10%) of dragoons
Risrogimento (don’t know wihich age) cost 500 of food, wood and coin, ships 15 revolutionarires +1 per each vills lost up to 25
Papacy (free): increase the building limit of basilica but take more time to build
Maltese ones:
Knight of the hospital: each hospital spawn one hospitaller, and let hospitaller to build hospitals
Crusader knights (250 wood): sentinels and hospitaller now get buffs even when near enemy buildings
Teutonic knights: increase damage of hospitaller, but decrese their speed
I’m not sure, but in the age 2 I believe that’ll be quite good, they’ll kill muskets, and resist abus guns and leather cannons.
Although, it’s true that their strength doesn’t justify the high wood cost… probably they’ll need a buff, but I like the design.
I hoped that they would be less vulnerable to cavalry in melee since they use a shield and a short spear.

Carabinieri could have been RG for dragoons, is not much, but it is something, but that would have probably required a change for dutch RG, whuch tbh i think would be nice, it is a UU and a RG…
Also paviser and bersaglieri, by going with the cards it is clear that the focus is on the paviers, they can get more armour and increased range via cards…
