IDK, if the civ is well designed there might be a way. It’s always possible to give civs compensational buffs, way easier than nerfs…
If a civ is designed to safe a lot of res somewhere it also doesn’t need to have the same income as others. See Byzantines.
Thats what OP said it makes the design overly complex.To offset one thing you need multipele things which is not easy to implement.

Yeah, that’s part of it. That’s what would make the challenge with this civ. Need to come along with less income than all the other civs. Find solutions for that. But maybe it’s indeed not what this thread is about. let’s continue with just easy bonusses that can stand for themselves.
Scorpions can garrison in Towers
It depends on market values. Basically how effective is it to trade 125w for 50f. Early on if you just think you can spam settlements Willy nilly you won’t be able to afford spears or Skirms when you might need them at that moment. Eventually it runs away but to start… you could be noob trapped
Walls and castles reflect some damage back on melee attackers.
That dosent help a civi without wheelbarrow and hand cart.
A unit doing this is already too wierd.I get it you want to give the effect of defenders throwing stuff on the attackers but murderholes already reflect this.
Team Bonus
Barracks can be individually upgraded to archery range or stable free of cost.
Monasterie can be individually upgraded to fortified monasteries.
Petards get a charge attack.
Monks regen 100 HP/min while converting enemy units. Lacks of Sanctity and fervor.
Unit upgrades are 100% faster.
Starting in which age?
Not dark age right… (unless the training time is double which would probably be a nerf in dark age)
This will have the obvious problem of what happens when you have one pop slot and at the max cap.
Having to pay for two villagers up front is already a huge drawback. Sure, the payback is faster, but the initial investment is much higher. I think a creation speed nerf would make the bonus borderline unviable.
I assume you’ll probably just end up 1 population over.
