I like your idea. I don’t know too much about the Meiji Restoration but I know it was a time of modernization and iirc it was also the end of isolationism (so it’s kinda ironic that you get it through the isolationism option in the consulate lol).
Other than the flag change they could get more modern-inspired units.
I wonder if a large number of units for Poles civ will receive the votes of Poles civ from AoE 2 - as many units as possible.
Because I think that Polish units in AoE 2 speak more in Polish from the medieval period. In the time frame of AoE 3, it would be good if the civ Poles got votes from the Sarmatism period.
Being on the subject of the Polish language, I hope that the Polish language version will be RETURNED to AoE 3 - I don’t even care about the text as much as the dubbing, which was phenomenal. Polish voice actors gave even better immersion to the game than those from the English version. To this day, I remember Tokugawa’s voice from the Polish language version and I think that it is much more similar to the Japanese climate than the English version.
A little curiosity. Jacek Rozenek - the voice actor who voiced Gerald of Rivia from The Witcher game in polish language version provided the voice of George Washington in AoE 3.
The maltese need a good culverin, they have no falc shipment and late game only 1 factory. Vs a civ making 2 heavy cannons from both factories they can’t keep up. Also they lack cavalry upgrades and now will get a 2% xp penalty to offset the 2% hp bonus.
Fixed gun is also a non-issue, sure it allows them to sit in base and turtle just as a fort does for other civs but if they do that they sacrifice all map control and you just out boom them, go to age 4 and get mortars and it’s game over. You can also make a deck to deal with turtles and put in the card that allows age 3 mortars that completely shuts down maltas game plan and culvs can’t safely take out mortars.
Malta already has arguably the best culvs in the game. the 2% hp bonus means they beat other culvs head to head, and they’re royal guarded on top of that. maxed out, they should have something like +10% attack and almost +60% hp over generic culv

A lot of streamers on twitch are European. They tend to roast non EU civs and complain non EUR civs being op, because they mostly play their European civs, or are more familiar with the traditional European civ design. When non EU civs play their own units and strats they just complain. Devs listened to them and that’s why European civs keep getting buffs and non EU civs keep getting nerfs. There are other streaming platforms though for example Chinese streamers on bilibili but the devs don’t know them obviously.
Xbows siege from long range is just not that good and other civs can more or less do that too. Brit have siege archery. Mexicans and Spanish have Soldados. Any civ with grenadiers and the hand mortar card have long range siege with infantry units.
Also none of that matters when you consider artillery and mortars.
Having long range siege xbows is quirky but not exactly going to save the civ.
