One thing is certain, rotating civs would take a lot of people out of their comfort zones. For myself, I enjoy playing Chinese, and I rarely switch. Might help me get a lot more out of the game to have a rotation that forces me to change! LOL! On the other hand, lots of people get maximum enjoyment from playing the same civs and using similar meta all the time. Just goes to show you can’t ever please everyone all the time! If something makes the game more fun for more people, then let’s do it! 
I don’t know if anybody remembers this thread but it actually got a name on SteamDB now: “Palermo”.
No idea what it might refer to. Has anything CaptureAge related to do with Palermo? Are we going to get an Italian expansion pack with Papal States as new playable civ

I highly doubt that since we already have italians that represent a whole lot of mixed stuff (mostly Genoa, Venice and Milan) and it simply makes no sense to put there the Papal State, the Reign of Sicily or any other duchy while Italians are in the game.
I also highly doubt that we get Papal States as new playable civ, it’s probalby just a random codename. Maybe this DLC has something to do with the recently added campaign folders?
Would be kinda weird to call a campaign pack “Palermo” considering we already have an Italian campaign and they’re featured in quite a lot of them too.

I really wonder what this code name could mean if it means anything. AOE2:DE was aptly called “Phoenix” if I recall correctly, so I’m pretty sure they’re hinting at something, but I don’t know what.

I don’t care about new civs, i feel we have enough civs… i just believe that each civ should have a campaign and if possible a Ragnar Lothbrok campaign would be awsome.
There are not enough civs and Ragnar Lothbrok campaign (Mods Single - Age of Empires) is available in the custom campaigns done by Philly, an FE dev.
Add civs without new features or mechanics sounds boring to me
sounds like keeping aoe2 as aoe2 as possible to me. you want new features there is other games for that.
AoE III has one thing that no other Age game has: Trains.
Trains were a huge deal in the roman empire and later byzantine empire
