They did just update the playtest branch, and that would be the kind of thing you’d do with a playtest build.

Like, both players have the same amount of time to pick one of the new civs and read their bonuses, UTs and UUs. then off they go.

They do. GL posted about “something big that they can’t talk about” that they had to make videos for before leaving for Spain.
So either was talking about something else, or it’s the DLC and they already have it.

The event got delayed. And then official live stream was delayed by 4 hours.

During the stream, just in the first few moments of Tatoh vs Sebastian game 3 (the first game on the red bull stream) they said they have a BIG presentation for us tomorrow. That might be the DLC announcement there.

What time will it be?
I just got a bit further into the stream, may be a nothing burger because of the technical difficulties they couldn’t showcase the full production of Red Bull, and had to jump in just to the games, T90 and Dave later clarified that the presentation would be about that.
I actually doubt that. I think they meant to show the castle, and production arrangements. A DLC announcement should come at the final day when viewer number is the highest.
