Pretty sure that “f” is The Forgotten, “k” is Last Khans, “r” is Rise of the Rajas, “we” is Lords of the West.
I guess that the no initial letter ones are the campaigns of The Age of Kings, “a” is The African Kingdoms, “ee” is the Dawn of the Dukes, “in” is the Dynasties of India, “cs” is the The Mountain Royals, and “ph” is the V&V.
It seems that only the relationship between “x” and The Conquerors is less intuitive. Maybe it came from Azt-‘ecs’.
From this point of view, the possibility that “c” means China is not low.
My point was more “We have no idea when this was created”. If it was already there and was a “dumping ground” for extra files, then it’s meaningless. However, if it was added alongside V&V…then we have something.

I would say that if this file is a placeholder, then it’s borderline guaranteed that this is for China.
This is not the first time. Those “we” folders were noticed at the end of October 2020, and the following January we learned that it meant West Europe as the Lords of the West was released.
I’ve read with interest everything you wrote about the correlation of individual LETTERS with content. All this is called in a simple word - speculation. There is also a good word in my language “домыслы” that can be translated as “ad-thinking.” In fact, in half the cases these letters do not coincide with anything, and besides, the names may change during development.
However, I will add here another completely unreliable piece of information that I read on Reddit:
achievement_319 could doubly/alternatively be a hint that this will be released on the 319th day of this year, which happens to be November 14th, which is the 5th anniversary of the release of aoe2DE.
